A flight plan is a formal notification to air traffic services of your intended flight. It allows ATC to plan for your arrival, to separate you from other traffic, and to locate you quickly in case of an emergency. In many countries, filing a flight plan before departure is mandatory or strongly recommended.
Flight plans are most commonly filed before departure at the aerodrome. You either file them in person at the flight planning desk, or by phone, fax, or internet to the local Aeronautical Information Service (AIS) or through an electronic flight planning system.
However, there are situations where you cannot file a flight plan before departure, or where you wish to amend your flight plan during flight. In these cases, you may file or amend your flight plan by radio.
