The pilot responsible for the operation and safety of the flight, with final authority over the aircraft. In an emergency the PIC may depart from rules or ATC instructions as far as safety requires, and reports it afterwards.
PIC time also matters for your logbook: hours as pilot in command count towards licences and ratings, such as the experience needed for a CPL.
